Check your wires with a multimeter.

u need to run wires from the vtec solenoid to the pinouts on the ecu plug bc the 94-95 civics didn't come pre-wired for vtec. It's going to be 2 wires form the solenoid to ecu and another to a ground. good luck

the 95 dx dont come wit vtec
but the 95 ex (d16z6) do
i think that it is an ecu issue
i just say go with the 95 ex ecu (p28)
