the bolt that needs to be tightened is the one (12mm like apeng said) with the spring on the other end. if that doesn't work, you may need a new cable line.
what do you mean when you pull it on the street the back wheels roll like normal. if it holds you on a hill, it should be fine. unless you're doing e-brake turns everywhere...
basically an ebrake is not meant to stop you on a dime (or really at all) while moving.

yeah i tightened it and it holds me on a hill finally, it didnt used to, and now I just want to be able to screw around and pull it around turns if theres anyway to fix it?
ah i see. what type of 4th gen, if i'm not mistaken different models have different brakes right? I can lock up the rears ont my 5th at speed too, found out when drunk friend thought it would be funny.
anyway i think the 4th's with the H22 had bigger brakes all around, maybe yours are smaller and that's why.
so why do you need your ebrake at 40 mph? sounds like an accident waiting to happen.

.......anyways, I just feel like everything needs to be working correctly........please give some help, all is appreciated

what i'm saying is it's working fine. it's only meant to hold you in place really, not stop. it's an E-mergency brake, so if your brakes go out you can use it to slow yourself down, but snow and rain are bad times to use it.

Just tighten the bolt under the console until you get it where you want. If you're wearing out your rear pads by 'drifting' everywhere, you'll need to tighten it more often...
haha, yeah, maybe I should put my front wheel drive car in Tokyo Drift and see who wins.........BOOOOYAAA, I'll beat any drift car in my prelude, yeah right!
