Default ls/vtec vtec problem!! pls help

hey guys, i recently bought an ef sedan with a built ls/vtec motor in it. my friend built the motor and knows what he is doing so i am not worried about reliability or anything. however,,, vtec is not working and i was chatting with him about it and he said that it may be that o-ring that is under the center cam cap, and that it may have been left out by accident. obviously i will be checking my oil pressure out when i get my car back(at the body shop)....but if it is too low, can this o-ring missing be a factor that will not allow the motor to build up enough oil pressure to run vtec? also, i heard if the dowel pin is missing you can really mess up your head. man, I really wish i had built this motor myself!!!
any help would be greatly appreciated, thanks in advance!

u need both, the oring and hte dowel pin for vtec to work. if thats left out, it messes up the oil pressure and doesnt let it crack.
