Icon2 Vtec problems..... HELP

I have a LS/Vtec motor and I can't get the vtec to work. I feel that I have tried everything, but I still can't seem to get it to work. I have tried different ECU's, I have tested my solenoid, checked and rechecked my wires.... Still nothing. Today I dissassimbled my head and found that I had the rocker arm shafts reversed... so I switched them. But no vtec still.
Right now I am running a p28 computer with no check engine light. 2001 Ls Block, 2000 Si Head. If you have any suggestions or ideas, please let me know. Thanks alot in advance.
