the thermostat may be stuck, its a cheap easy fix, though its just a guess your water pump may be bad , maybe even a head gasket . if your water level is good it rules out the water pump, unless its a slow leak, but you should see if there is oil in the antifreeze or antifreeze in the oil . check your hoses and make shure they are not kinked , do a compression test . if that all checks out i'd start with the thermostat

How would I know if my water pump or head gasket is bad?

How would I know if my water pump or head gasket is bad?
My guess is your fan switch is bad or you are low on coolant. You could rig the fan to stay on my jumping the connector that connects to the switch on the thermostat housing (fan switch). It could very well be your headgasket or water pump. To check the headgasket, do a compression test. If there's a dip in cylinder pressure, that could be it. You could also check the water pump for proper operation by removing the lower timing belt cover and looking for a small hole on the outside of the water pump (maybe more than one) leaking water. These holes are called weep holes and will release water when the water pump fails to operate as it should. Hope this helps somewhat... bump for more responses.
[edit] Forgot to add that jumping your fan to stay on will result in a cooler running motor, but may cause you to run rich because the engine isn't at a certain temp by the ecu's specs. [/edit]
