Check the wire from ECM to the VTEC Solenoid.

Check the VTEC Solenoid's Oil Pressure Switch.

Check continuity between the ECU harness and the VTEC solenoid and VTEC oil pressure switch using a voltmeter.

Is the wiring correct? Is VTEC ran from the ecu to the engine harness? What trim level ej do you have? If you are using the C5 harness, and putting it into a 95 civic dx, you still need to run a couple of wires from the ecu to the engine harness.

So I take it you are using a jumper harness? Oil at the end of the plug? Like in the combustion chamber or where the wire plug onto it? That wouldnt cause VTEC not to work, unless you are too low on oil.
