if you do it right and get a smoggable engine in there (i.e. dont drop a SR20 in) then you can smog it, but you wont be able to register it unless you can prove you got it legally and all that (to the DMV)

As long as the engine is the same year or newer than the chassis, and you have all of the appropriate smog equipment for that year connected and functional. You might want to do a search, as this question is very common (almost daily). There's a few threads with excellent info on doing it legally.
