Forget electronic controls - just drop the idle fuel pressure with an adjustable regulator or drill a little relief hole in the stock FPR. A Hondata would make up nearly half your budget from what I understand.
Seriously to get the most tuning for your $$ I think a good adjustable FPR would be your best bet.

Between the B&M and the relief hole you should be able to adequately drop your idle FP and keep your full-throttle FP high enough to take advantage of the injectors. If that doesn't pan out, consider pulling out the stock FPR completely and replace it with a Cartech 20005 or Vortech SFMU which has fully adjustable starting FP and rise rate.
Good luck!
Good luck!
uhh
i already have the cartech 20005 unit.using it for my turbo application...
its a rising rate unit..and i also have the B&M fpr also,
am i talking stupidity here... doh.!
i guess i am... so it'll idle like a charm then...
