Car stutters at high RPMs?

Ok, right now I'm driving a stock 96 Civic EX (as in no mods). The girl who owned the car before me ran the stock engine out of oil... but kept on going. So, anyone with half a brain can guess what happened to that engine.
Anyway, my dad (who is a honda mechanic), threw in another stock engine, the only thing I know is that it's a Vtec 4 cylinder with around 20K miles on it. I'm not sure what year it is from though, if that even makes a difference. I'd ask him this question, but he wouldn't be too happy with me putting my car into the red.
When I get my car above 7K RPMs (red line) the engine kicks back and the car stutters. The engine doesn't stop, it just holds back as soon as I hit the red line. Any fix for this? Thanks.

your d16y8 vtec engine redlines at 7000, or its rev limit, your engine cant rev higher that 7, well it can but it will stutter like you said, every car has it, its the highest rpms your engine will rev at

Yep, thats your rev limiter.. keeps you from breaking a bunch of **** in your motor.
Keep beating the **** outta your little stock civic & your dad will be putting another motor in.. not being a dick, but i'm saying this because you didn't even know what the rev limiter was..

It's not the rev limiter, I've already checked that. Put it in neutral, revved the engine. It got to 8 and then bounces. In gear, it'll get to 7 and then physically kick the car back and struggle to get to 8.

Hm, I'll try that. My friend also said I should change wires, so I guess it can't hurt either way. Thanks for the advice.
Btw, I rarely put it into redline, I actually just found it out today. Lol.

Here is a word to the wise, If you car is 1996 and newer you will have OBDII. Which is an extremely fast and accurate monitoring system to make sure that everything is running in top condition. So on that note if your vehicles Check Engine light does not come on then there is nothing wrong! If there is a miss fire your computer will catch it. For example pop you hood and pull an injector connector and immeditaly your check engine like will come on. A way to erase the code with out a scan tool is just to take the Neg. Battery terminal off for about a minnute and then put it back on. It will erase the code besides you know what it is because you pulled power to the injector. But just try this for an example just to see how quick your computer is.

There is some logic to what he is saying, but because there is no check engine light on, that doesn't mean everything is all good. That's far from the truth. Now your problem is that you have a stock D16Y8, which REDLINES at 7000rpm and the rev limiter in the computer is cutting fuel when it gets to that point. If you're stupid enough to downshift and put the revs past the red line, it won't take long for that "new" engine to break, and my guess is your dad won't be happy. He'll know exactly why it broke because he's a mechanic. DON'T TRY TO REV PAST 7k. End of story.
