Default Messed up my turbo while clocking it

Well i was so close to finishing my turbo. Mocking up the pipes today and Needed to rotate the compressor housing. I first removed the 4 bolts that the turbine housing holds to the center cartage. I noticed that I took off the wrong bolts so I put them back on and after I tightened the bolts down I noticed that it was very hard to turn my compress turbine. After I loosen the bolts a little it becomes easy again. Should I tighten them down all the way or leave them hand tight?

I don't want to get the turbo rebuild b/c of the little shaft play but I might have to know.
The turbo is a t3 BTW

When you clock it you don't have to take the bolst out. You just loosen them until the housings will rotate. And you just need to hand tighten then bolts back down.

OK well I messed up then. I took out the bolts and the hole compressor didnt come out but just spun. Now I think I messed it up.
