Default should vtec engage if the car is parked and the motor is reving??

i have an ek h22 and i hooked up a vtec light the other day. up until last night(when btw my car died. during the day it left me stranded in traffic. it was my dizzy and my wires. changed wires but not the dizzy. i dont know what the mechanic but he got it to work) vtec would not engage if i was not moving and reving. is this normal?? should vtec engage eventhough the car is not moving??

vtec is worked with your vss (vehicle speed sensor) you cant just rev it up in park or neutral and it will ingage. u gotta be moving.

obd1 will pop in neutral with chip, obd2 wont unless you have a jumper to an obd1 ecu

Not necessarily, just because it's 'chipped' doesn't mean that they have put that function on the chip.
