Default Sleeve height ? for those with dropped sleeve experience.

I have a motor in my shop that was built by someone else adn I have a ? about the sleeves in it. It has GE sleeves I think. There is a slight difference in deck height between cylinders 3 & 4. Its not much but enough to pass a .011 inch feeler gauge through with a straight edge. The spec is .004 for deck tolerance so Im guessing this may be causing some of the problems this motor has. It leaks so much oil it will instantly foul plugs 1 and 4. It begins to push so much oil out of the cylinders it starts leaking out of the turbo manifold at the turbo flange. Also it has total seal rings in it that were not lined up properly and dont look like they have been seated correctly. Anyone have any experience with total seal good or bad? I always use OEM rings so I dont know. Thanks in advance guys.

.011 is no good. .004 is also more than i would accept unless it was from cyl1 to cyl4 not cyl3 to cyl4.

when i cnc machine the deck, the sleeves are .003 higher than the block and it works great. keeping the deck flat within .001 and the .003step within +-.0005.

GE does step there sleeves in a similar way and will probably take care of you if you let them know its .011.

Thanks. I think I found the real root of the oiling problem though. #1 cyl had all the ring gaps lined up (I didnt think even retards did that still) #4 cyl had the second ring upside down and the top ring (total seal two ring system) had the gaps within 1/2 inch of each other. There is very strange wear on the hone marks which leads me to beleive that they never really sealed anyway. I plan on having this block repaired for the sleeve gap and rehoning it. It has JE pistons in it, will stock Honda rings fit or should I go with JE's? Thanks for the input too guys. It jsut confirms what I already feared.
