Yup, the motor is out of a 89 CRX SIR from Japan. The motor needs to be converted to the same OBD as the car it came in, in the US (1994 DelSol VTEC). My head is stamped 89, and my block say's B16A.
What I had to do to pass...
USDM P30-A00 ECU.
ECU jumper harness *Depending on REF, Some don't like them.*
OBD-1 Dizzy *B16 or GSR*
Dizzy jumper for obd-0 to obd-1.
OBD-1 Throttle body. * I passed with a 95 GSR TB, But the nipple for the Charchol canister bent to the left instead of bending straight up. Throttle cable was rigged. Needs MAP sensor*.
4-Wire 02 sensor in the Exhaust manifold.
Exhaust manifold for a DOHC VTEC motor, if it's aftermarket, make sure the CARB #'s match a DelSol DOHC VTEC, and has the bung for the 02 sensor.
CARB Legal Skunk2 Intake Manifold, or stock DelSol VTEC manifold. I passed with a first gen Skunk2.
EVAP purge control solenoid. From 92-95 civic/delsol.
OBD-1 Thermostat housing w/ temp sensor *Again depending on REF* Installed on my engine when I passed.
Electric VSS *Again depending on REF* Had the stock cable VSS, and I passed...
DATA LINK CONNECTOR *Again depending on REF* Did not have this, and I still passed...
AND LAST BUT NOT LEAST....
A GOOD CAT, I used a 00 Civic SI cat, and used a bung plug from my STI downpipe for a wide band 02 sensor.( because obd-2 cars have 2 02 sensors)

Finally finished my swap and went to the ref/ They were not able to put it on the rollers this time around because I had some minor things I needed to fix. But over all they said my car passed visual
Motor set up
96 b18c1
obd-1 complete conversion
gen.2 skunk2 manifold
EF9 airbox and arm
DC 4-1 header. carb'd for exact motor
p72 ecu
ITR throttle body
obd-0 injectors and resistor box (this part may differ from other ref's)
Things I needed to fix
no aftermarket fuel pressure regulator

they said I had a small exhaust leak
And the hose from the valve cover to the intake arm needs to be clamped on
My only concern now is when its on the roller because I used stock 2000 ITR cams. they are OEM but is the profile on them to much. I know I may be guessing at this to much but they don't go over 2500 rpms
SO I'll be heading back to them later on next week
read through the thread. some great info in here. had some questions hopefully someone can answer for me. if the car originall was a GSR. and you are to replace it with a JDM GSR. whats the legalitty of this. what emission equipment should be added? and jdm motors come with vin numbers correct? will the ref be looking at the vin number to determine the year of the motor? as i understand it, the motor has to be of the same or newer year?
you can do any swap you want. It's up to the ref and his supervisor whether they will allow it. Remember, the law (according to the CARB states that no JDM motor shall be considered a replacement engine). This means that every JDM swap must go through a ref inspection. Each swap is done on a case by case basis. The ref basically will make his decision on the spot.
If you are thinking about a swap, the best thing to do before you go out and buy anything is to call the ref appointment line, and go down and talk to the guy. Tell him what you want to do, and ask him if he will allow it. If not, ask to speak to his supervisor and so on.

USDM intake manifold or Skunk2 gen.2 manifold
USDM header or carb OE header for current motor
USDM ECU
Stock air box and arm or CAI or Short ram with carb OE sticker also must match motor
Year of motor must be current year of veh. or higher.
IF you go on your own free will Ref does not smog your car you just get you sticker and you are own your way. Carry regular smog when notified by DMV
If you recieve a ref ticket to do a visual inspection and a smog inspection
Alright well I have a question.. I own a 97 ls integra and a 97 ek, both have stock original stock motors and both motors stamped on head 96.. So can I put my b18 from integra in my ek and ref it? I understand it's same year or newer so since both motors are 96 I should be fine?

im ***** out confused, so i have a 95 civic, bought it last year around this time, it came with a d15b, and according to the new rules, youre telling me im ****in illegal?
yup pretty much unless the previous own paid the money to ref the single but then again it all depends on the cop that pulled you over they might not know that its a jdm motor
I visited the ref station several time and this was before 2009. To make a engine swap legal, engine has to be newer or the same year as the vehicle you own. Don't know if the REF station really changed the law since 2009 but you should be able to pass JDM B16/B18 if you convert it to USDM spec.....
