Default VTC actuator position for timing chain replacement on 2003 Accord K24

I am trying to replace the timing chain on a 2003 Accord with a K24 engine but I am not understanding the part of the procedure were it states to verify the VTC actuator is in the locked position before the new chain is installed. After setting the engine at TDC, I removed old (stretched) chain and attempted to turn the VTC actuator by hand both counterclockwise and clockwise while holding the intake camshaft with a wrench. I was not able to move the VTC actuator without the whole camshaft starting to turn. Using my hands. Does this mean the VTC actuator is locked? Sorry if this sounds like a dumb question. I attached a picture of the VTC actuator from the front were it bolts to the cam.

Yah sorry Dude... this site looks about worthless.... I was looking for some answers as well. I hope you found a solution. I am going to another site to look now.
