Did you ground the plugs while testing them? You could've fried the coil if you just left them open and tried cranking the engine over to test for spark.
But the bigger issue is the ecu, you need a P06 for a d15b7, not the P28. A virgin P28 is for a D16z6 or if it's chipped you can burn multiple maps for various applications.

JDM D15B actually is the P08, thought it was the b7. But the P28 should actually work there. Test your coil, you probably fried it when testing for spark. Just keep going back until you find where the power stops. You went to the plugs, and there was nothing. You may have fried the coil but regardless, now check the coil for spark. Anything? A car needs 4 things to run, fuel spark, compression and air. Make sure you're getting all of them.
