Default ECU question

I pulled my p28 ecu out today and was gong to put my new p30 in, just to get it out of the way. The plugs are different. I thought the plugs were the same for all obd1 ecu's? Can anyone explan this? The p28 is on the bottom and my new p30 is on top. Here is a pic of the sockets on the ecu.

Top is OBD1. Bottom is OBD2, not the same!

just an FYI: 96+ Sols came with rare versions of the typical OBD1 ECUs. They are OBD2a plug'd with an OBD1/OBD2 hybrid internal setup. Unique ECUs.
