well actually i does, because ur ecu depends mainly on what type of head u are using. so since u have an h23 head, u need an ecu for a twin cam non-vtec. p74/p75 (integra ls twin cam non vtec) then get the proper program for it and have it tuned to the proper specs that u need.. which ever u decide..
now if u were just using an F22 motor with the corresponding head, u would probably want to use a P05 or P06 ecu (single cam non vtec) chipped/tuned to f22 specs. but, u could also use the p28 (vtec) but again with the proper program, and that would allow u to disable the vtec.
