Running in 'limp' mode and can't check CEL.
What do I do?
I think something is wrong with the ECU.
Idle at 1,500 rpm, cut-off at 6,500.
Won't let me check the codes at all.

Are you sure that is limp mode, because arent you still hitting vtec at 6500, and idleing at 1500 is pretty high especially if the engine is up to running temp. What happens when you try to jump the blue plug to pull codes? Nothing?

no, no VTEC at all. And full fuel cut off at 6,500.
When I try to check CEL, nothing happens...CEL just stays on non stop.
Also, when turning key 'on' without starting, the CEL doesn't go off like it's supposed to.

Try another ecu man. The CEL must go off after 2 seconds for the Main relay and the ECU to clear even if a code is stored in the ECU.
One of those is bad or a fuse is blown.
