Default Registration for a '95 Civic w/ B18C engine

When i get my swap what do i have to do about registration?
Do i tell my Insurance company?
Will a JDM engine pass emissions (except CA)?

I had just passed my car about a couple of months ago with a B18C. I am in California. We told him it was from an Integra GS-R. The guy didn't really know that it was JDM. He just looked up the number and I guess he ignored the missing 1. Anyway, emissions wise, the car passed without a problem.
