Default b18c engine emissions in nj

Hey im new to this forum. I plan on getting a honda civic 98, after buying it i want to do a swap with a JDM b18c engine because its powerful and easy to swap. I heard they dont pass emission, but if its possible can anything be done so that it passes?

Do Integra GSRs pass emissions in jersey? Ummmm YEP. .

Taking that motor and putting it in a different chassis will have no affect on emissions as long as you run a cat and a muffler . . .
