Default Maryland Emissions

I've never had to take an emissions test before (I used to live in Virginia), so it was never even a consideration when doing a swap. I used to read SCC and laugh about CARB restrictions, gleeful with my ability to use my god given right to pollute the hell out of the planet. Unfortunately, I live in Baltimore now, and was unwillingly forced into the market for a car by a hit and run driver. I've got whats left of a 93 del Sol Si with 90k miles, and i'm thinking of picking up a beater and just dropping the motor in it. I've got no objection whatsoever to getting an 88-91 Civic/CRX chassis, but i'm concerned with the ability for the D16 engine to pass in that car. I've heard that you'll get your ***** busted for throwing an older drivetrain into a newer chassis, but does that rule go both ways? Also, going from OBD-0 to OBD-1, will that **** off any of the emissions geeks? Anyone with any experience/advice/car that they want to sell me, feel free to reply.

As long as your car passes sniffer the only visual inspection they do is check for a cat.
