idle problem GRRRRRRR

idle problem GRRRRRRR
ok I to have searched and can not find anything that is giving me a direct answer.
Here we go i have a 98 gsr bottom end with a b16 top end. it was rebuilt top to bottom. there was 1 thing that i didnt do and that was to cut the new valves and seats. so after much thought i went ahead and got it done( now the motor ran fine)
Ok here is the problem now i get the head back and put the motor back together and now i get an up down idle at 1 time and at another when i come out of a hi idle it will want to stall or it will drop down to about 300 RPMS and then either stall or kicks back up and idle at about 900 or so where it should be.
I replaced the T/B and reset the TPS, replaced the map,went to a SK2 T/B, ITR I/M.
I replaced all the gaskets and O-Rings with OEM gaskets and i have been working on honda/acura for a while, HELP I CAN NOT FIGURE THIS OUT.

not sure if your motor has one but did you try cleaning out the fitv? i've seen idle problems get fixed with that, how about replacing the iacv? just a thought

i cleaned the iacv adn swapped it out it did nothing to fix the problem. I was thinking that it was the cams if they were out of time. Not sure. car ran fine till i had the head fixed which included decking the head. Not sure.
