Default help guys obd2 mini me problems

ok here is what i have
99 hatch
y7 block
Z6 head and i/m with 99 DX t/b
Z6 headgasket/T-belt
greddy intercooled turbo kit

right now timing is at about 14, 170-180 lbs comp. all 4 cyls

here is the problem: car runs like total ***. boost is at 8-9psi right now and its slower than before with the stock DX head and 5 psi. im about to redo my valve lash cause they are ticking pretty good. also running the stock ecu for now till i get the p2p EX ecu wired up,
now i was thinking maybe just casue vtec isnt engaging that that could have something to do with it, but it feels like crap all the way through the rpm range. im pretty sure the timing belt is good, all the marks are lined up, is it possible that it is 1 tooth off? but at 1 tooth off it wouldnt even run would it?

anyone help me , this is my buddies car and its stressing me OUT

So you have tried setting it 1 tooth off and no difference? Are you sure that you are running on all 4 cylinders?

yea i just put the dx head back on, i think what the problem was i didnt have the timing belt on right, i went tdc/tdc and no go, so i moved the cam 1 degree to the Ex. and no go then back to tdc and 1 tooth to the In. still nothing, i think i was a few teeth off
