Default H2b swap and high idle someone please help me figure out whats up

I have a h22 in a 95 integra rs with a euro r manifold and throttle body. I cant get my car to idle under 2100. Ive checked for vac leaks about 10 times and sprayed down the intake manifold area numerous times with carb cleaner and i cant find nothing. I have adjusted the throttle cable and the screw under the throttle pulley and still nothing. The tps sensor wasnt on the t-body when i got it but i changed it and set it on 0.5v and 4.5v wide open throttle. Only thing ive noticed is that when i unplug the map sensor it idles like normal. Ive used 4 different ecu's so i know it's not that as well. I still have the euro r IACV but it's not pluged up ive got the usdm one pluged up and sitting under the manifold. Im not throwing any CEL'S at all.

it seems my map sensor is gettin to much vaccum at idle...how can i fix this?

There are air inlets on the head side of the flange that go into the injector slots. Those will need to be plugged.

This is assuming you've plugged all the egr ports.

i have a complete manifold so i though i dont need to plug em...i have the egr cover plate and a egr block off.

What about the air inlets running to the injector ports on the flange?

if you take the take the intake manifold off you will see little tiny holes by the ports get it welded or pluged i had that same problem or spray some carb cleaner around the intake manifold and locate the leak . the car will almost wants to die out if theres a leak.

i didnt plug those holes...BUT IVE sprayed everything down and found nothing.

If you didn't plug them, they are the source of your vac leak.
