h23 swap, funny idle

i have a cd5 accord recently swapped with h23a. everything has been done clean, nevertheless, i have a minor idle problem. the egr is disconnected vaccuum wise. the car seems to run fine without egr connected while it's first started. as you continue to warm the engine, the idle begins to fall around 600 rpm or lower. the car will never stahl completely. the only time the engine will stahl is when the vaccuum to egr is connected. i believe the idle begins to fall because i'm beginning to run too rich after the engine is warm...would egr effect this?
i currently have a full turbonetics turbo kit on the way, and would also like to know if there is a way to by-pass egr, or if i even need it when boosted.?
i also live in a city where there are NO smog tests.
