test pipe?
I don't think there is much power to be gained off a testpipe. maybe 1-2HP. I currently have the Invida 70mm TP with the built in CEL fix. But the CEL fix still managed to throw a secondary O2 sensor code, and I did the Mechanical fix (AKA 2 spark plug non-foulers). I really don't care too much for the smell of not having a cat either but I'm willing to sacrifice that for a better flowing exhaust for my supercharger. Do you have emissions where you live? That might also be another concern.
But if you have big plans to add forced induction to your car, I would say it's beneficial.

yea im in virgina and yea we have emissions, my car is stock and that would be my first mod, i just got the car alomost a month ago, what other mods would u consider for a bang for the buck?
If you want bang for your buck, you're probably going to be displeased with many modifications for the S2000. Most cheaper modifications make little to no gains over the stock configuration. Honda spent a lot of time developing this car and it takes a substantial amount of money to go above and beyond what Honda has already done. It's all relative to your budget and what you want to spend and what your goals for the car are.
Get the Berk testpipe instead for about $100. You'll gain about 3-5rwhp. I had one on my car a long long time ago and it never threw a check engine light.
You'll pass emissions in Virginia as long as you don't throw a check engine light.

I have the Berk TP with stock exhaust and I love it. Im planning on getting the berk header as well. I have heard that if you run a TP without any sort of EMS it can cause the car to run lean, not sure if that is true or not.

I really don't think the test pipe alone would cause this. If someone has proof of this I would certainly be interested, though.

A lot of people have with great results. At times, it's even better than getting an aftermarket exhaust. And for the price of $100, you can't really beat a test pipe.
