Default putting the top down while driving?

i was talking to a guy i meet last night from s2ki and he said there's a way this can be done. he mentioned something about 6 wires that are behind the dash on the passenger side. he said to cut the black/white wire and it would work. instead of having to put the e-brake all the way up, it would instead work with just one click, which really wouldn't affect any breaking power. he also did mention to me about unplugging a wire under the seat to get the seat belt light to turn off. can someone confirm this? when i cut the wire will it throw any CEL's?

The wire is a Vehicle Speed Sensor leading to the convertible top module. It will throw no CEL.
