the long block is a full engine with accessories (power steering pump, AC compressor, Alternator, distributor, intake manifold, etc.)

a short block i'm pretty sure is just the bottom end (block, crank, pistons, rods, oil pan, oil pump, etc..... with NO head)

No, a long block does NOT include accessories (power steering pump, AC compressor, Alternator, distributor, intake manifold, etc.) It's just a cyl head on a shortblock.
A short block is a block with crank and pistons only.

If you are purchasing a "JDM complete motor swap", it WILL include the accessories since the seller usually includes these as well and trans, half shafts, and ECU.
