Default Timing problems

If the timing belt was installed very slightly off, what symptoms would I notice? I got a System Too Rich code a few days after I had my timing belt replaced, I wonder if an askew timing would cause the problem. I also feel that the engine is sluggish at around 2000 rpm and I would feel a little 'kick' when it revs a little higher, around 2500. Oh and sometimes I would have trouble starting the car, like the starter would turn, but no fire. That happens rarely, but it happens regardless of whether the engine is hot or cold. They messed up a lot of things when they changed the belt. I took my car back because the auto tensioner failed, and now it is back there a second time because oil is leaking inside the timing cover. I wonder if they messed up the timing altogether. I suspect the timing may be slightly off, but I don't know enough about timing to know for certain. Would it be reasonable for me to ask them for a refund on their labor charges and I can take my 'Lude somewhere else? Any advice would be great.

get a helms, and check to see if everything lines up right, if it doesn't ask for a refund

Replace it with a manual tensioner out of an h23
and your timing problem will be solved.
