Default Timing Belt Problem

How can I make sure my timing belt is on properly and not off a tooth?
Is there a way i can visually tell with out removing the lower timing belt covers?

well, my car is running perfectly..
its just that when i try to advance the timing, it wont advance past 15 degrees, even with the distributer all the way advanced..
is that a sign of a jumped tooth?
how can i verify a jumped tooth?
