Cruise, fog, hazard, and horn do no work at all

checked some fuses up front and they seem fine

is there a certain big fuse that controls it all?

sunroof, power locks and etc work

is ther another fuse box besides the one in the engne bay?

 

there's another one under the steering dash, right next to the wall by the driver left foot.
