Default 3g overheating problem.

i have an 89 2.0 Si and its overheating.
it takes about 15-20 minutes for it to actually start overheating.
once i turn the heater on it will stop. atleast until the next time i drive it.
i replaced the thermostat about two months ago so it should be fine. and even if it was the thermostat again it would overheat in a matter of a couple minutes.
ive also bled the coolant lines. until there was no air whatsoever. before we did this one of the hoses was completely dry. so im not sure why that was.
we also put a toggle switch for my fans in. and still. it still overheated and when i turned the fans on it didnt cool it down at all, the temperature actually kept climbing.

so i have noooooooooo idea what to do next.
im guessing it might be my water pump? not enough (or any) water getting to the engine? what do water pumps act like when they go bad? i have no experience with these but i heard its a pain and a half to put in.

is there anything else you guys can think of before i go through all the trouble?

The radiator is probably clogged.
