2008 fit timing chain re-position

Re: 2008 fit timing chain re-position
After taking off the oil pan, I checked the measurement on the timing chain and plastic rubbing blocks, and it was within specs. I set TDC on the crank pulley, and the cam. The different color chain link (blue) was on the bottom arrow of the oil pump, and the top three different color chain links matched up to the cam marks on the cyl head. I checked the compression and it was low (150 psi across all cylinders). After setting timing marks on chain, could i still be one tooth off? As i rotated the crank pulley I noticed that the position of the blue chain link changed position. What would cause this? I checked the key on crank pulley ans is ok. is it possible the cam locating pin is broken and cam gear is slipping on the cam? I am baffled.
