Default Timing noob

After using the new search, which is not very well, I have not found any answers. I can't seem to get my car timed correctly. I had the crank and the cam set to TDC, or so I thought but I still cant get my car to start. If anyone has a link or would be kind enough to explain in depth on how to get the timing right I would greatly appreciate it. Thank you

everything is plugged in right, but Im not sure if I had it at TDC correctly.TDC on the crank is when the cylinder closet to the timing belt is all the way up right? and then TDC on the cam gear is when the cam gear, where it says "up" is all the way up?

If you have the crank pulley off the easiest and most accurate way to tell TDC on the crank is to align the notch on the oil pump gear to the notch on the oil pump. If the pulley is on already and you can't easily remove it, you can set it to TDC by aligning the TDC mark on the pulley to the pointer on the timing belt cover.

What im confused about is the exhaust stroke and the firing stroke because I've been told to turn it one way to TDC, then back once, then up to TDC again. Is this correct?

Also, TDC can be set by using a long 1/4" extension .. or any long extension i guess down through the spark plug whole to cylinder one, and when it stops going up, your at TDC. Also, depending if you have a d15 or d16 the cam is in a slightly different place, secondly, the rotor will be pointing to cylinder #1.
