No it's not an engine. OBD stands for On-Board Diagnostic system. Basically I'm going to paraphrase from this pdf I found on google....
"In '85 the California Air Resources Board (CARB) approved this onboard regulations **** otherwise known as OBD. This did some stuff and uhh extablished a system of codes indicating where your car is ******* up. So you can find out where your car is broken by what code it is throwing. Mkay."

depending on what motor you get its usually best to run an obd1 steup.....
