Ignition Output Fault (code 15)

Ignition Output Fault (code 15)
I have searched, but havnt been able to find anything definitive.
I have JDM EF3 Civic Shuttle with JDM B18c (non Type R) running a OBD1 DC2 ECU.
I have had it running and had a coupel faults, among them was code 15, ignition control output.
I fixed the other faults (loose wires on TPS and IAT) went to start and nothing, it just cranks without firing. I have a 12v Supply to the distributor but I have no output from ECU pins A21 and A22, from what ive found I should have around 10v here.
I have continuity from the ECU back to the distributor plugs.
Is it safe to say the ignition module has imploded? and is there anyway to confirm this without getting a new one?

To update this all it was, was a loose pin in one of the plugs.
But I checked the ignitor unit by testing with my multimeter on Ohms between the black/yellow wire and the Blue wire on the small dizzy plug.
I got a reading of 1.908k Ohm, I compared this with a SOHC ZC ignitor which was 2.018k Ohm and I also compared with my ITR one as well which was also around 2.050k Ohm.
From that I concluded my ignitor unit was fine.
