B16 with ITR pistons is going to need a Chipped ECU to run custom fuel/ignition maps. I would assume that the stock ECU would run so lean it could cause detonation or ka-Blam.
You say the engine timing is correct (timing belt).
Did you use a timing light to properly set the ignition timing? http://www.c-speedracing.com/howto/timing/timing.php
1. Properly adjust Idle Speed - http://webpages.charter.net/mrfatbooty/pics/idle_1.jpg
2. Check and adjust TPS. - https://honda-tech.com/forums/honda-crx-ef-civic-1988-1991-3/official-honda-tps-wiring-calibration-thread-2830131/
3. Check/Clean the IACV - Carb Cleaner FTW
4. Reset ECU - Remove 10amp fuse in engine bay fuse box for 20 sec.

Re: b16a obd0 ef help!!!
That setup will most probably require more fuel than the stock B16 map is designed for so don't push it until it gets tuned. If it were me, that would be sooner than later.
As far as tuning goes, I dont know that much but the general agreement is that you will get the best results with obd I. You may be able to re-tune the Zdyne but obd-I has superior ignition timing abilities to obd-0 which will be important to provide the most power and best protection for your motor. Obd-I seems to have the best support and programs and you can actually buy headers etc. etc.
Find a good tuner and talk to them. Dont be surprised if they ask you to upgrade programming/fuel system. If they use and like a specific program (Hondata Zdyne) because they know how to manipulate it well, it may be worth it to upgrade rather than forcing them to work on programming they don't like

Re: b16a obd0 ef help!!!
would u think the obd0 zdyne do the job i was running the pr3 at first i would have to keep my foot on the gas for it to stay on and it i would rev it no power at all but with the zdyne it revs up but still turns off with out my foot on the gas.

ITR / CTR / B16 have same bolt pattern on IM. I have heard that on a B16, the best manifold is P30 (obd-1 b16 manifold) but I have no data to back this claim up.

Re: b16a obd0 ef help!!!
i was using this set-up before (pr3 b16a with p30 IM). had good improvement in performance. none of the pr3 b16a i know of is using a CTR IM. i know that those with p30 b16a usually will swap the IM with an CTR's.
