First thing I'd try to do is put in a Y8 tranny

The thing that kills that engine is the head/cam. Look at a jdm d15b, 1.5L 130 hp. That plus the tranny. Look for threads about ex trannies put on vtec-e engines. They are actually not that slow. I think a guy shaved a second off his et by putting an ex tranny on that thing. He went from 17.9 to 16.9 or something like that.

The throttle body is the size of a golf ball. We were going to start a vtece build up but my friend wrecked his car

We had a y8 manifold and were getting an ex tranny for it, but we had to sell it. The manifold would help it, but don't expect much from it.

from a Y7 to a Y8 manifold, it will be some difference.

using a difference intake manifold on an HX will throw a CEL because the ecu is looking for an egr valve, and if you goe the OEm route, neither of the ebst d-series mani's, the z6 or the y8, have them.

also a new intake mani on a stock motor (im assuming its stock) wont do a whole lot for you, maybe one or two hp.

put in a b18c

the hx engine isn't the best engine for bolt-ons, or really any d-series for that matter. like voyage34 said, it would not be worth it for the ~2hp gain. save your money and do a engine swap.

Your best bet is to port the original intake mani and get a bigger throttle body like an LS or a GSR. If you didn't put another tranny in it yet that will give you the best bang for your buck. Check out Bense's project. He's one of the best at Vtec-E motors so far on this site.

Also a header and exhaust does a lot on these cars. My VX is way faster since I: put an EX tranny in it, got MSD wires, MSD external cap with Blaster SS coil, header, exhaust, ported the intake mani and put an LS throttle body on it, and Denso iridium plugs.
