Take off the bumper, it's on the passenger side of the car below the radiator support.

No. Take off your bumper, and look at the passenger side. It's a round thing that has wires coming out of it. That's your horn.

if your looking for the actuall horn, then yeah it should be bolted up on your rad support below the passenger headlight. but if your car got stolen, then im guessing that they messed up the wires on your steering column.

I thought it was the airbag sensor to. It's your horn. When I installed my aftermarket steering wheel. I had to wire a switch directly to my horn. Trust me, that's your horn.

Before you pull your bumper, find the loomed wire that goes to your horn and splice it to your battery. If your horn goes off, it's fine. If it doesn't, then proceed to replace the horn.

Funny story Andy.. I still haven't wired up my horn in my car. I don't know where to put the switch! Any ideas? The middle of the horn is a no go due to the wires get disconnected when I make big turns. Anywhere else?

I forgot, but on civic dashes, is there a little pocket by your left knee? It's like a tiny little change pocket. I put mine in there. I don't ever use my horn, but I never did before.

All those are in use.. Well, I have the dimmer, sun roof and cruise control. Since I no longer have cruise control I could do it into that one. I'll start on that to day. How do I get those buttons off?
Do I take off the panel that's on the dash? Or just pull the buttons out? I'm assuming I can't get just one off and I will have to take out all three at once.

Re: Where is the horn located on the 92-95 Civic ex? (VTECsound)
your horn wire is located in the yellow srs harness under your dash, by the steering column toward the bottom. you will see it is connected to the steering column, unsnap it and look at the square piece.. you will see numbers on it (you may have to turn it over and take off some yellow wrapping)
#6 is your actual horn wire. this wire should be your + then if you attach it to a switch and then add a negative ground to the switch, then flipping the switch should get your horn to make noise..

Re: Where is the horn located on the 92-95 Civic ex?
The SRS sensors are located in the footwells in the EG civics. Are you using a factory steering wheel?? If you are willing to change your wheel to an aftermarket unit, then you can have your horn on your steering wheel again.
