What does Lapping means??

What does Lapping means??
I was browsing around on ebay, found a 2000 Civic EX SOHC vtec head with everything but the camgear, the seller said it been cleaned, everything been taken apart such as the: that from his listing
-the head itself
-Sandblasted d16y8 valve cover (never used)
-Vtec Solenoid (yes it works)
-all rocker arms, lost motion assembly, bolts
-all valve seals installed
- all valves, springs, retainers, and keepers.
-cam
here what he said from his reply after i was asking him if there anything that need to be worked on or anything i need to know of:
Yes everything but the cam gear is present with the head.
The valves, cams and rocker arms have been removed from the head. the valves are in individual numbered bags so that you can put them back in their original place. I would however recomend that you lapped them anyway since its cheap insurance to make sure you have a solid well sealing head. Any machine shop can do this for you (for rather cheap) or you can do it yourself with about 50 dollars worth of tools (spring compressor, lapping tool, lapping paste).
any of you honda Guru's can tell me if this a safe buy ?? is it worth the trouble to work on it and fully assemble it ?? also what does lapping means?? can you guys define it what it means and what kind of work is it being done to it??
