it depends on what you are using it for
it could be for converting your obd2 car to an obd1 setup/ecu
it could be for converting your obd2 car to an obd1 setup/ecu

if ur not doing a motor swap u wont need to worry. u will need it when:
1: doing a motor swap for a same motor but not same obd and keeping the stock harness or ecu
2: doing a motor swap for a different motor (d series to b series) keeping the stock harness but using the donor ecu
