VSS wiring problem?

VSS wiring problem?
Just finished a swap into my 93 eg hatch.
jdm d15b vtec running on a p28 mapped to p08.
swap went smooth however im throwing a CEL #17 which is VSS.
the car before the swap had a fluctuating speedometer however it worked.
now, the car has no speedometer and still no luck even after swapping VSS's.
last night i pulled back the wire harness loom to find a nightmare..
any ideas?

Does the speedo work?
Have you checked the VSS power wire for voltage, the ground wire for continuity to ground, and the signal wire for an open or short?

power wire has 12.5
ground wire has continuity
and the signal wire has 4.75 and does not pulse when tire is rotated.
tried two different VSS's and still having an issue.
