are there VIN tags on 96-up civic transmissions? if there are, how would you explain to a cop/smog guy why your VIN tag on your tranny doesnt match your car VIN or motor VIN?

should be one on it. If it doesnt have one on it a cop will tow your vehicle on the spot till you can prove ownership with documentation. If you bought it from someone you should have got a reciept for it or a written reciept for it. In some states after a new motor is installed in a vehicle it must be checked by a mechanic by the dmv to make sure it is road worthy, thats one thing they are supposed to check for also.

i just installed a gsr motor that i bought from a local shop, i have the reciept and all but what do i say to the dmv if i call them?

when i went to the REF he didn't say anything, but i do have a bill of sale for the tranny and its not stolen so if they do run the vin its gona come up clean.
