Timing related.
Check your plug wires and make sure they are on right dizzy spots.
Or else get a chip from someone reputable like:

http://www.moates.net
http://www.phearable.com
http://www.xenocron.com

Oh yeah and wire up vtec.

Make sure everything is hooked up oem style before getting the panties twisted and starting your premature explosion because you couldn't wait for two more wires.

changed the distributor yesterday and started to run fine just cruising.....when i get on it, it starts to backfire and i cant go anywhere from then...the speedometer also jumps up and down when i push in the gas and when it is backfiring and not going anywhere.....i have to push in the clutch and try and rev it a little to keep it from shutting off...i still havent put the exhaust on because i have to get a different flange for the ls cat.....i heard from some one that i might have to switch a couple of plug wires around...and i am also going to try a different ecu either today or tomorrow to see if there is somethin wrong with my chipped p28....

loose/bad ground? Hard too tell by the limited info. It should run fine with no exhaust or vtec, I drove mine home from my shop like that on the og d16z6 map

alright....tried a gsr obd1 p72 ecu today and still did the same thing....found out the knock and vtec wires were backwards but fixed those....still did the same thing....it was throwing 21 and 23 but now only code 22 which still deals with vtec....

i heard from some one that i might have to switch a couple of plug wires around
anyone else ever heard of that before, if so please tell me where to put the plugs...

please help....asap

Get vtec fixed. It also seems like your ecu is running limp mode because of your codes.

i gotta find a vtec solenoid first...sucks.....but because of the codes, my ecu is probably acting up.....and what about the plug wires?
