top radiator hose hot
I just put in a jdm h22 and my top radiator hose it hot and the llower one isn't. thought it might be the thermostat but I took it out and it still hot.

top will be hotter than the bottom one. Coolant comes out of the engine and enters at the top. As it cools it gets down to the bottom part of the radiator and goes back up inside the engine. Normal coolant flow my friend.
I bet if you were to let the car idle for about 15 minutes, or just drive it for a few and checked the hoses again, the bottom one would be warm, not cold, and the top one would be at whatever temp your t-stat is preset for.

Highly doubt that. Probably air being pushed out. Why'd you take the stat out in the first place? After you did that, did you properly bleed the system? I'm going to guarantee you that you have an assload of air in your cooling system you need to take out.
Do a search for "bleeding cooling system" on here and do that after you replace the stat.
