Timing problem on 99 Si?

Default Timing problem on 99 Si?

I recently purchased a '99 Si that is completely stock. However, it is laggy on the bottom end from take off till about 3K - 4k. After that, it picks back up, and feels fine. But no matter how much gas I give it in the lower end, it doesn't accelerate any quicker. It just basically falls on its face. A couple of days ago, I did a basic tune up on it and replaced the cap and button along with other things. But I had to take the distributor off because of some difficulties. After I put it back on, the problem got worse. (I didn't mark where the distributor was, but I put it back in the "general" area that I remembered where it was. I know, I'm stupid for not marking it.) I am thinking that timing is my problem but I can't find anywhere on the internet where it states what the timing should be set at on a stock b16a2. Am I thinking right? If so, can someone tell me what the timing should be set at? If not, can someone help me out and tell me what my problem is?

Timming info along with plug gap, valve lash etc. are on a sticker on the under side of the hood.

The hood is stock aftermarket I believe. No stickers on it at all...
