Throttlebody problem

Throttlebody problem
Hello everyone,I am new here, i am from Italy,and i have a Civic EK3 .
My idle was like 400 or 500 rpm,and i thought there must be some kind of problem.Somebody told me is the fault of the throttlebody cause i never cleaned it,and the car has like 70,000 miles.So i cleaned myself,then polished.I must say that it was verry verry dirty,like black oiled inside,hmm...After that i mounted it back on the manifold,and now the idle stays at 1,500 rmp.I double checked if everything is ok,but even after the engine gets warm it's still remains at 1,500 rpm.I don't know what could be the problem,so i need your help please .
Anyway i didn't touched the butterfly,just cleaned a bit,and when it's closed it's perfectly sealed.This is strange.Does anyone know how the idle rpm could be regulated?Or what could be the problem?
