Starter Problem
I have had intermittent problems when trying to start car. I turn the key to start and nothing happens. The lights on the dash come on, I hear the ecu click but the starter does not turn. I have to keep turning the key from position II to position III till finally the starter turns. I replaced the starter with a new rebuilt figuring for sure it was the starter. I still have the same problem, what else can I check?

If you have a manual transmission, you also should check whether the starter switch at the top of the clutch pedal is faulty.
Automatic transmissions have a related gear position switch in the gear console that should be checked.

This car is a 5-sp. I looked at the switch at the top of the clutch peddle and it's not sticking, seems to be working ok. I don't know how to test it with a meter? Anybody know how to test it with a meter?
When I turn the key to start the dash lights come on but does not crank, but I noticed that if I hold the key in the start position there is like a 3 second delay then it turns over and starts. Any ideas?

you have to put your shoulders down on the floor mats and look up at the top of the clutch pedal assembly.
there is a switch on the clutch pedal, unplug it try it, then try it with a piece of wire stuck in both terminals of the switch (jumped/shorted)
but from reading your original post... it sounds like your ignition switch may have an intermittent fault.
