If your doing this for the sole purpose of testing your fabrication skills then by all means go ahead. But since your asking for a conversion kit... good luck.
For a short wheelbase car like a civic/integra, it is pretty impractical.
Not only will you be wasting time/money/headaches trying to do this, but it will give you no benefit at all.

Also curious of the reasoning and proposed use. And what sort of system? 4WS/AWS? And electric, hydraulic or mechanical?

Well, there was a Prelude that came with 4 wheel steering I believe. I guess someone could use parts off of that to convert the Civic. It would be pointless, but just for the sake of being weird it would work...maybe. It's like sticking a 4g63 in a Honda. It's pointless, but whatever makes you happy.

And yes, Preludes (and Accords) came with 4WS. In the US only the Prelude got it. the '88-'91 had mechanical 4WS. Hydraulic lines were added for the next generation IIRC (maybe even for the '91 models, not sure exactly) and electronic controls were added. These are the models more likely to have issues with parts needing repair.
I have an '88 4WS. I looked into using Prelude parts to make my '93 Accord 4WS too, since it drives like a boat, but it was going to be too much work (those Accords came with 4WS overseas even).
Still curious to hear more from the OP.
