you could either have a vacuum leak or you will need an new idle motor. i used to have a eg ex and it did the same thing. how many miles are on it?

Sounds like a vaccum leak to me. Turn your car on and take some carb cleaner and spray around on your intake manifold. If your engine surges while spraying you can isolate where the vaccum leak is. Also I don't know anything about your setup so I can't tell what intake manifold you are using, but if you are using a different throttle body on your intake manifold or vice versa you want to make sure that the tb gasket you are using matches the tb not the manifold. This can be a common source of vaccum leaks.
